NWLC Action Fund Releases Fact Sheet on How House-Passed Reconciliation Bill Hurts Women, Children, & Families  

Washington, DC – The National Women’s Law Center (NWLC) Action Fund released a comprehensive fact sheet outlining the many ways that the Trump-Republican reconciliation bill that passed the House will harm women, children, and families.

“Instead of investing in women and families, Republicans in Congress are advancing Trump’s billionaires-first agenda,” said Maribel Ramos, Senior Director of Government Relations at NWLC Action Fund. “This bill does nothing to improve the lives of women and families. Instead, it makes the largest cuts to Medicaid and food assistance in our nation’s history, further restricts abortion care coverage, defunds Planned Parenthood, and undermines access to the Earned Income Tax Credit for families with children. The Senate must reject this pro-billionaire, anti-women legislation, and instead pass a bill that lowers costs, makes our tax code work for women and families, and puts everyday people first.”

See below for key measures from the fact sheet outlining how this bill that would harm women and children:

Reproductive Health Care:

  • Penalizes insurers that include abortion coverage in their plan, which could push insurers to drop abortion coverage altogether—further limiting access at a time when many states have already banned the procedure.
  • Cuts off Medicaid funding for Planned Parenthood, which provides preventive reproductive health services to over 2 million patients annually, including birth control, cancer screenings, STI testing and treatment, and wellness exams.

Medicaid & SNAP:

  • Slashes $300 billion from SNAP over 10 years—the largest cut in the program’s history—putting 6 million adults at risk of losing benefits entirely and reducing support for another 5 million, including more than 4 million children.
    • These SNAP cuts would also result in cuts to free school meals, summer food assistance, and a program that helps mothers feed their infants and young children (WIC) – impacting approximately 420,000 children.
  • Eliminates $715 billion in health care funding, mainly affecting Medicaid, which nearly one in three Americans rely on for maternity care, home health care, or nursing home care.
  • Imposes unnecessary work reporting requirements for those who rely on SNAP and Medicaid.
  • Freezes future Thrifty Food Plan (TFP) adjustments, which determines the cost of groceries for a healthy diet – preventing future benefit increases that help it keep pace with rising food costs.
  • Attacks gender-affirming care, banning Medicaid coverage for “gender transition procedures” for both adults and youth under 18, including those enrolled in CHIP.

Tax Provisions:

  • Excludes 4.5 million children from reaping the benefits of the Child Tax Credit because one or more of their parents lacks a Social Security number.
  • It does not extend the enhanced premium tax credits for ACA marketplace coverage, which will cause 4 million people to lose health care coverage.
  • Adds burdensome documentation requirements for families with children trying to access the Earned Income Tax Credit (EITC), discouraging many eligible families from claiming the credit and potentially incorrectly excluding some families.
